About KCSD#7

Kitsap County Sewer District #7, located on the south end of Bainbridge Island, treats sewage for about 700 homes and businesses located both inside and outside the district.  Our treatment facility provides sewage treatment for communities outside the sewer district, such as Lynwood Center, Rockaway Beach, Captain Johnston Blakely Elementary School, Pleasant Beach, Point White and Emerald Heights through an Interlocal Agreement with the City of Bainbridge Island.

Our Mission: “To provide reliable wastewater services at a reasonable rate through thoughtful effective planning, efficient operation, and diligent administration.  To be environmental stewards by meeting or exceeding discharge standards.”

How we are governed

KCSD#7 is chartered under state law  and is governed by a board of three commissioners, who are elected to six year terms by district voters.  Commissioners are responsible for managing the district operations and setting policies.

The board meets monthly, generally on the second or third Thursday of each month a 7pm. Special meetings are also occasionally held. All meetings are open to the public, and are held at the Fort Ward Community Hall/KCSD7 office at 9705 NE Evergreen Ave. on Bainbridge Island. Most meetings also are accessible by Zoom. Our operations

KCSD#7 doesn’t have employees — instead, we utilize professional contractors who handle day-to-day management, wastewater treatment plant operations, collection system and billing.  Our District Interim Manager is Colleen Yuhl, who manages day to day operations of the District.  Matt Quinslisk, of Water and Wastewater Management Systems, operates our wastewater treatment plant and collection system.
