What is a public record?
According to the state of Washington, a public record is “[. . .] any writing containing information relating to the conduct of government or the performance of any governmental or proprietary function prepared, owned, used, or retained by any state or local agency regardless of physical form or characteristics.” (RCW 42.56.010)

Limits on how public records may be used
Washington state law limits certain uses of public records, including but not limited to prohibiting the use of lists of individuals for commercial purposes (RCW 42.56.070) and prohibiting the use of lists of persons to promote election of persons or for promotion or opposition of ballot measures (RCW 42.17A.555).
