What we do
Kitsap County Sewer District #7 treats sewage for about 500 homes and businesses located both inside and outside the district. Outside the district boundaries, our water reclamation facility provides sewage treatment for Lynwood Center, Rockaway Beach, Pleasant Beach, Point White and Emerald Heights through an Interlocal Agreement with the City of Bainbridge Island.

How we are governed
KCSD#7 is chartered under state law and is governed by a board of three commissioners, who are elected to six year terms by district voters. Commissioners are responsible for managing the district operations and setting policies.
The Board of Commissioners meets on the second Thursday of each month at 7pm at the Fort Ward Community Hall at 9705 Evergreen NE. The meetings are open to the public. IMPORTANT: Meeting location is subject to change. Please check website or call 206.669.5723, 24 hours before meeting just in case.
KCSD#7 doesn’t have any employees — instead, we have three part-time contractors who handle day-to-day management, wastewater treatment plant operations and billing.
Our District Manager is Roan Blacker, who manages day to day operations of the district. Bob Thurston, T&T Professional Services, operates our wastewater treatment plant.
