What we do

Kitsap County Sewer District #7 (the district) is located in the Fort Ward community on the southern end of Bainbridge Island.  Our water reclamation facility provides sewage treatment for approximately 500 homes and businesses located both inside and outside our boundaries.  Communities that we serve outside our boundaries through an Interlocal Agreement  with the City of Bainbridge Island include: Lynwood Center, Rockaway Beach, Pleasant Beach, Point White and Emerald Heights.

How we are governed

KCSD#7 is chartered under state law  and is governed by a board of three commissioners, who are elected to staggered six-year terms by district voters.  Commissioners are responsible for the district operations and setting policies.  The Board of Commissioners meets on the second Thursday of each month at 7 pm at the Fort Ward Community Hall at 9705 NE Evergreen Ave.  The meetings are open to the public.  IMPORTANT: Meeting location is subject to change.  Please check out website or call (206) 669-5723 twenty-four hours before a meeting to confirm the location.

Our operations

KCSD#7 does not have any employees — instead, we have key contractors who handle day-to-day management, wastewater treatment plant operations and billing.

Our District Manager, Roan Blacker, manages day to day operations of the District and oversees our bookkeeping and billing.  Bob Thurston of Water and Wastewater Management Services, LLC, is the Plant Manager.  He and his team, including Terry Hauser and Matthew Quinlisk, operate our wastewater treatment plant and collection system.
